Terms of Reference (ToRs) are the rules which cover each committee and working group of the council. They provide information about the number of people on the group or the minimum number of members on the group as well as what is the quorum or minimum number of councillors to hold a meeting. They also outline what the group's remit is, how often it meets and if it has any delegated powers from the parish council. These ToRs are secondary to the council's Standing Orders which take priority over other council policies and rules.
